Just read about the Cannery Row Block Party, sounds like could be a free fun time.  Free in the fact that there is outdoor entertainment (bands and shows), people watching and strolling the streets.  If you bring a picnic you can even eat for free but you can probably pick up some cheap street food for less than purchasing picnic supplies so if you don't have something at home to bring buy something when you get there.
